Massachusetts permit and contractor rules matter
Mass.gov's Home Improvement Contractor resource table lists new or replacement roofing as requiring a building permit, Home Improvement Contractor registration, and a Construction Supervisor License. Its separate license page identifies a specialty CSL scope for roof coverings.
Minor repair treatment can differ: Mass.gov says a building permit is needed unless the local building official considers the work an ordinary repair. Always verify the specific project with the local building department.

- How will ice-and-water protection, flashing and attic ventilation be handled?
- What decking-replacement allowance is included?
